Green Campus Governance: A Policy Framework for Environmental Leadership in Higher Education

Abstract

Background/Context: This policy document examines the key role of higher education institutions (HEIs) in advancing environmental sustainability and climate action through three integrated dimensions of policy, governance, and curriculum.

Purpose/Objective: Anchored on Republic Acts 9003, 9729, and 9512, as well as CHED Memorandum Orders No. 20 & No. 46, the proposed policy underlines the urgent need to institutionalize a Green Campus Policy that integrates environmental accountability in curricular, operational systems, and community engagements.

Methods or Approach: The study utilized a comparative benchmarking approach to analyze sustainability assessments in Indonesia, Malaysia, and Thailand. These benchmarks have enhanced institutional dedication to governance and accountability based on data.

Key Findings/Policy Insight: The study finds that Philippine HEIs have started waste management, energy efficiency, and campus greening programs. However, these initiatives are often seen as fragmented, supported by an underdeveloped policy framework, weak monitoring systems, and unclear leadership responsibilities.

Policy Implications: This framework outlines a strategy for integrating sustainability governance in Philippine HEIs, advancing SDGs 4 and 13. The framework asserts that universities thrive when they view sustainability as a fundamental institutional principle, not just a compliance issue. To actualize this vision, it recommends the creation of a Sustainability Office, development of Zero Waste and Climate Action Plans, and incorporation of Education for Sustainable Development across all academic levels to promote enduring institutional change and accountability.
